Amend PHP website and mysql

Need someone to amend my php website. Will be given ftp to centos server. Will need to understand MySQL and PHP. 1) I need rules changed to determine who has won a game. decide on scores submitted whether they have won / lost. 2 scores get submitted. One from UserA and One from UserB. If UserA suggests his score is higher than UserB's AND User B suggests User A is also higher = UserA wins If UserA suggests his score is the same as UserB's i.e 5-5 AND User B suggests the scores are the same i.e 5-5 or 3-3 etc. = Draw If UserA suggests his score is higher than UserB's AND UserB suggests his score is higher than UserA's, then leave this as I WILL NEED TO INTERVENE AND DECIDE OUTCOME If UserA suggests his score is lower than UserB's AND UserB suggests his score is higher than UserA's = UserB wins 2) Add a new button to php website and create mysql table for it 'withdraw_requests'
