Algorithm of retrieving new like of media in realtime of Instagram

We have to detect each like which was put to media file in Instagram, as fast as possible (max time - 3 seconds). Current method is simple, we retrieve photo using API each 2 seconds and check likes count with likes count record in db of this media, if it differs, check records of users' likes in db, in like is not exist - make new record and send notification of insta user which put new like. This way is not good because of API limits, max requests is 5000 per hour of authorised user. One user may have more than 10 photos, so whith current plan is very poor.
What kind of solution we need:
1) Make some platform/algorithm which will get new like immediately
2) Make some platform/algorithm to bypass instagram API limits (in this way you should provide guarantees that iw will work at least one year)
