Adult Website Software - PHP

Before looking further, this is an Adult related project. This was originally conceived to be a Joomla plugin, but I am not sure it would work properly so I am re-posting as a standalone script. I am looking for a freelancer to help develop the script and a base template for a Adult Tube/TPG system. The skills required are HTML, PHP, Plugin, FFMpeg, Imagemagic, and CSV importing, and Templates. I am happy to pay a fixed price and my budget is $250 - $750 USD but flexible as needed. From a high level, we will be building a systems that will be able to work as a Tube Script, TPG Script, or both (options in admin panel)... and be flexible enough to add an affiliate back-end as a future project. You need to be familiar with payment gateways such as zambiao. It will need to be able to phone home for updates, news, and/or a partner update file (see attachment). More specifics are available in the attached document. Code MUST be documented. Code without documentation of functions will not be accepted. There will be a lot of ongoing work, so please price accordingly and do not bid if you cannot do the project or would not be open for ongoing work.
