Web Cam Site (NO AFFILATE PROGRAMS)

I need a web programmer who is capable of creating a cam site similar to ([login to view URL]), ([login to view URL]), or ([login to view URL]). The site can run on (JAVA/PERL/CGI/PHP) absolutely no (FLASH/ASP/OR ANYTHING WHICH MAY RESTRICT MAC USERS FROM USING THE SITE). Users must be able to sign up, create a profile (with pics and text), and allow paying customers to view their profile and personal web cam that they have set-up in their own home. They must also be able to chat with customers. The site MUST BE compatible with most web cams. Customers will be required to input billing information during the sign-up process and this billing information must be stored and billed $2.99 per minute whenever the customer views a live web cam. Payment will be handled by our billing company ([login to view URL]) but you will be responsible for integrating all billing solutions into the site. Companies have already been contracted to do the graphic design and hosting for the web site. You must be able to meet the needs of these companies to ensure that the site looks and works properly.
