website needed w/wordpress and forums

I need a wordpress expert to help me create a new wordpress template (using CSS) that I have created in Photoshop along with some wordpress plug-ins. I want a tiny bit of flash in the headder - basically just 5 words to fade in and out. Service Provider skillset: -Must have an indepth knowledge of php & css. -Must have a keen knowledge of SEO. -Must be able create css layouts that will be cross browser compatible and not break (IE css hack experience desired) Communication is a must. Provider must be available via e-mail as well as phone. More than likely the selected provider will also be solicited for continued work regarding this and other projects. 10 days is the maximum time alloted for project completion and I will work closely with the selected provider to see that the job is done adequately. - Integrate forum software (e.g DCForums [login to view URL], phpbb: [login to view URL], or vanilla: [login to view URL]). I may create an image in photoshop and request you create a new template. The forum must have user friendly validation e.g. message telling user password is sent and they may need to look in their spam folder, the email sent has link taking them directly back to the page they need to log in, login then takes them to change password screen, then user is taken back to where they were before they were instructed to register. - Build a javascript “Shelf” using Moo.fx. ([login to view URL]) ; possibly install kaccordion [login to view URL] javascript library 0.1 - I will be broadcasting podcasts, and will want there to be multiple mp3 downloads available for each blog entry. (like what you see at [login to view URL]) - Works in ALL Browsers (especially IE and Safari) - Do not use any preload images - Be able to organize the backend html with comments - Make sure the end result is css/xhtml valid - Install Feedburner - Insert survey (SurveyGizmo plug in is one way) - Copywright notice - Ability to insert mp3 and videos - title tag, header tags and other xhtml markup tags specified in W3C standards - Each post on home page blog must have links to read more - Nav bar across the top with links to about, press, podcasts, forums - Each podcast entry will have title, multiple embedded podcast file and player, image, link to more (which will take user to another page with transcript), comments, rss feed links, and other links like digg and other social bookmarks.
