Finish coding a small part of my website - java script and HTML 5

I have a project which involves JAVA script and HTML 5 debugging and to finish off coding on a project started by a previous user. I have had a programmer work on this project and they have had to finish for personal reasons. I need a new programmer to continue where the previous one left off. I am led to believe most of the programming is complete it just needs so fine de-bugging and alteration to coding. The project basically involves completing a HTML 5 Tool which is used by football coaches to plan football sessions and then to save the sessions to desktop or server to be able to share them through my website. I have this tool built in flash already but the programmer was converting it to HTML 5 for IPAD use and other mobile devices. The other side of the project is for the user to build a coaching session/animation using the HTML 5 tool then save it to the server or desktop and to be able to share it through the website. This part again is already party built and needs finishing using JAVA script. PLEASE NOT I WILL NOT BE PAYING ANYTHING TO ANYONE UNTIL THE PROJECT IS COMPLETE I HAD A BAD EXPERIANCE WITH A USER NOT FINISHING MY PROJECT AND TAKING MONEY OFF ME AND DONT WANT TO GO THROUGH IT AGAIN.
