Give me a tool, not an answer

Good day from RVA! I have recently taken on a project that is massive in scope, so I need to spend my time putting together a team and get another set of hands on the keyboard in laying out the framework. Attached is the general layout of the design, once again I am not after actual site development so please do NOT concern yourself with the sheer scope of this project. All I need is the layout set up so that once the team is set up it will prepped and ready to go. If you have any questions, or would like to negotiate price feel free to contact me. If you so desire and perform this well there is a strong possibility to establish an on-going relationship also! 1- Responsive Layout: I know the nuances of responsive design, so do not be too concerned with making it functional on every phone that was ever created. The main focus is simply the no-scroll homepage and the ability to integrate that fully into mobile later on. 2- Top Nav: For this, all I need is the set up for the form parsing with the Joins, and the integration of the profile pics. The secondary nav bar below just needs to be laid out as a drop down menu (preferably pure CSS) and I will handle the rest. 3- Skype Window: I know that Microsoft recently purchased Skype, and so there will likely be a fee to embed it purely into the page. If you can find a way to use the free plugin and have the login info parse to skype itself that would be ideal. If not then feel free to use ooVoo or anything without a charge. The premise is that they can just select their friend and start a videochat. Functionality is all I'm after here at the moment. 4- Ad Space: The ad service we will be using is going to be SaaS a little further down the line, so as of right now anything with the word ad in the boxes simply needs to be a DIV tag that is "plug and play" code-ready 5- First Layout Chat: This could probably be set up fairly easily with free plug ins such as quick-chat. Drop the Friends List DIV's on the left and the chat box in an accordion, then instantiate the profile pic and everything should be golden. 6- First Layout Post: This is going to be the member post area, just set it up so wordpress can do what it does best.
