Simple Custom Google Search Page

I’m looking for a single page website, would prefer it to be very simple and super fast loading. I’m ok with any type of website html php etc… as long as it's super fast in loading. When you go to a regular page of [login to view URL] the whole page is blank white with a small menu on the top and bottom, and the only thing in the body of the page is the logo of GOOGLE and the search box. I want somewhat an identical page, also with the google search, but the top/bottom menu will have links which will be linked to my sites, and the normal google search or custom search if needed. Under the google search, I want to have a random banner which shows only my services, each time they visit the page, they will see a random ad for my services. I want the ability to disable the ad completely if i like. Top menu will link to 4-6 of my sites. but I want to be able to edit them and put whatever information I like, because I might link to specific services that we offer, and/or might add more links and/or remove links as i like. I’m ok to edit the site if it’s not a CMS site, so whatever would be the fastest loading time, that’s what I’m after. use most modern technology please, either html5, java, CSS, jquery, etc... NOTE1: we do not release any milestones until work is 100% completed as per requirements. NO EXCEPTIONS. NOTE2: make sure your bid has accurate turnaround time and cost, or DO NOT BID.
