Opt-in HTML Email

I need a site that enables clients to sign up to receive HTML email coupons and/or newsletters on a reqular basis. Client should be able to enter first and lastname, email address, and also be able to schedule the dates that they would like to receive the HTML email. Will use fixed POP and SMTP mail server. Client should be able to upload a list of names and addresses and delivery dates from a spreadsheet or delimited text file to the database. Should also be able to group names together and assign dates for delivery of HTML email. Should serve as an online client contact management system. I'm looking for functionality not a pretty page. We'll dress it up later. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Exclusive and complete copyrights to all work purchased. (No GPL, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site). ## Platform Prefer site to be built in Cold Fusion with MSSQL database, but open to other suggestions. Should function equally well in IE and Netscape.
