Clone Link Exchange Site

I want a site virtually identical to link market . net, but with a different look. graphics and code will need to be made from scratch. But i'd like all the same features as the website mentioned above. With free link exchange services, paid services, fully automated and/or manual link exchange. With the automated service, the user will be able to place a piece of code on a new page in their site in ASP PHP and/or ASP Net that will auto generate a link page(s), with no more than 20 links per page. The user will also be able to choose which categories they wish to include or disclude. With manual link exchange, the user will search through categories choosing which sites they'd like to exchange with and linking instructions will be emailed to both users, and/or the same information will be available in their account for approval or disapproval. To view an exact example of what I mean, I will provide my user name and passoword to the site above and/or you may sign up for a free account. also I would like the site to be available in multiple languages, IE spanish, french ect... you don't need to speak these languages to program this site. it's all about the back end programming. The way I want it set up is a user can choose which languages he/she wants to be associated with, and they will be able to exhange with those users. And for each langauge the index page will be different, example, for spanish user, <[login to view URL]> for french, <[login to view URL]> for english <[login to view URL]> ect... I do not want it to be <[login to view URL]> this is for SEO purposes, i've noticed google doesn't like it that way. it must be <[login to view URL]> I will take care of the text translations seperately, however if you speak another language other than english that would help when it comes time for testing. ## Deliverables I will also need a fully functional back end control panel that only I have access to, to keep track of affiliates, referrals and payments. I need to be able to? delete/add new categories, edit, change pages as needed. ? I plan on offering $10 per paid referral and will need a way to keep track of all this. user payments will be handled through paypal, and one other payment processor. all of this will need to be intergrated and if a client cancels or payment is declined, the user account should be placed on hold and links removed, automatic notification email sent to the user stating the account is on hold for non payment ect... In the control panel, i'd also like an email app where I can email all or selected users, based on language or category they full under, for newsletters, ads ect.... the user will need an account control panel, to add or remove categories they wish to be associated with, view how many referrals they have, to be paid on and previously paid on, pending ect... as well as their? own previous payment history. I am open to resonable suggestions on time frame and cost.
