cms with admin panel

I have to create a small cms in php mysql. I need the admin panel to manage the creation of new pages and users and the frontend as the attached image. The CMS is to publish the menus of school canteens. It is very urgent. I have only 48 h. specifications: 1. User Access level Administrator User For Admin Panel: Administrator This main admin that have access to create a user with a admin section. When Administrator create new user a new page create for that user. Admin have the ability to publish or unpublish page of the user. User registration Have all fields that have all info about user name, surname, address, region, municipilaties, school. When a user updates his page admin can receive an email. User User can access his page via login. This user have only access of only single page that create by admin for only his. User has ability to modify content on page, text and menu of the school canteen in table format. For Front-End: Front Page School page Home Page / Front page That have look exately same as image that i provide . This page have select box for choose region, municipalities, school. Country drpdown only for italy that have 20 regions in home page Particular page/ School page User can see all page of particular page
