Android App - Blur Part of Image or Image

App should have following: 1) User should be able to blur whole image with diferent blurness levels; 2) User should be able to erase blur from the part of the image; 3) User should be able to move, zoom image; 4) User can change the size of blur eraser or blur brush; 5) There should be a lot of blur shape patterns with ability to add/remove border of shape, change blur between in/out blur mode (blur can be in shape or out of shape); 6) App should work with main android image extansions: jpeg, png, bmp; 7) User can save image after work in any folder; 8) There should be easy opening of needed image from app; 9) There should be tutorial how to work in app and ability to rate the app on google play and share; 10) UI should be like in the prictures. App should work fast!!! I think about native code for the main part of the app!!!
