Website Wrapper App

We want to build an Android (and later iOS) app for a tourist attraction website. Please read carefully - this may sound complex, but it actuall very simple. It is just a couple of webviews that display static content from the phone file system. Phase 1: We can build the entire contents of the App as a static HTML5+Bootstrap+Jquery website with all files staticly served from the file system (about 10MB total). All we need is a "wrapper" that will install on the phone with all of our static files in a folder and then when the user opens the App it has a webview that display our static site. The whole point is to make our tourist attraction site available on the phone as an app even while the phone is not connected to the Internet. Once a month we will update the static folder and the App with the new data files will become available on the play store as an update. The project should include publishing the App to the play store for the first time. Phase 2: For phase 2 we want users to have their passes or tickets on their phone offline as well. The App should have a menu with two options: 1) "Tourist Information" which opens the web view described for phase one. 2) "My Passes" which opens the users' tickets or passes as described below. We will fully render their tickets as HTML in a folder. While online the user must just enter their username and password and then the App should download a zip file with their fully rendered tickets, unzip it to a local folder and allow the user to browse that folder in a web view by choosing "My Passes" from a menu item. Whenever the phone is online it should prompt the user to download their latest passes every time optoin 2 is selected from the menu. You do NOT need to worry about rendering any of the HTML for either phase! We will provide a fully rendered website for phase 1 and fully rendered tickets for phase 2. So basically this app is just a menu with two options and a webview for either option and a simple download and unzip of their tickets when they're online for phase 2. We would prefer something like PhoneGap to make the App easy to port to iOS after the Android version is done.
