Complete Form

We have a quote builder that 90% complete, but now need some help finishing one element, and some advice on the code in general as I'm sure it is not optimal. The range slider and output bubble at the top needs to be draggable (currently only the range slider is as this is setup as a HTML5 range input - ideally this should use jQuery draggable() for this, but I'm a bit unsure of how to do it). This cannot use <output> as it needs to be IE compatible unfortunately. I have attached the code.
