iPad app development

We are looking to develop a specialist iPad app for a niche industry. The app will display simple line drawings, for the user to draw and make notes upon, as well as a set of predefined fields for each drawing to capture specific text and numerical data (The image and associated text make up "the templates"). The templates then populate a PDFed report. The report must be password protected (user defined password) and is emailed or airprinted from the device. The image and data need to remain on the device and editable for a few days, after which it should automatically be securely purged. As this is highly sensitive data, all data stored by the app must be encrypted on the device, and a PIN code will be required to open the app. The first stage of this project will be approximately 15 templates, howeverwine engagement would potentially be extended for ongoing expansion of the app. One possibility being considered is that subsequent stages and groups of templates would be made availible to users via "in app purchasing" so app development should be undertaken in a way that would allow this. I would appreciate it if interested developers would quote on coding the app with us providing all screen design and graphics, as well as development from a detailed requirements document to completion including screen and graphic design of images and reports.
