Build A Website

I need to build an online database for our volunteers for a mission trip. On the front page I would like a simple design with announcement sections and couple access buttons for invitation to Register/Sign IN , SUBSCRIBE, SUGGEST and REFER-A-FRIEND buttons . Each person would sign in with their own ID( recommendable to suggest using the real name), can fill in a couple of lines of information about themselves, eventually be able to upload a resume file (pdf or word), and can read from a list or two of preloaded information (for users only ). The website should have a simple password reset option, so members can easily recover/reset their info and the members would not have access to read about each other's personal info, only the administrator and another associate that can Sign in with a generic USER ID (like admin or associate admin).
