Build me a tender response document that is unique but follows the rules of their document

We are a Plumbing and building maintenance business that requires a attractive general tender response template for the Northern Territory Government tenders. We are after a generic unique document that is easy to read, professional and easy to the eye; that we can use to respond against NTG tenders attached is a general NTG document that has a serious of questions and criterias that need to be addressed. I need a generic document made up that is unique and attractive that can act as a template that i can add information in, everytime a new tender is released. pretty much i want a generic tender document that i can use when responding to tenders like the attached. remember when replying to tenders you will notice in the attachment there is what you call a ANNEXURE. This information needs to be included as tenders have mandated pages that need to be returned with the tender. most people are filling in the forms now and returning.
