outlook vba - read from tab delimited file and return list of customers with a matched email as array for listbox control

Need help writing a vba code to import a tab delimited text file into an array, return the list of clients that has matched email address for population as value for a listbox control in outlook vba. Please refer to attached file, there's 3 columns of data: client, address and email. Code to 1. import tab delimited file into array. 2. search through data under header called "email" and find anything matching "a@[login to view URL]". There may be multiple emails delimited by ";" in a record. If there is, code needs to go through those emails to find the "a@[login to view URL]" 3. return the list of clients with the matched email to be used in a code that populates as listbox control value in outlook. With the attached file, the filtered clients should be a, e, g and h. The listbox should be able to show those 4 clients as values for selection.
