fast way taking off garments from cleaners conveyer belt

Looking for algorithm for fastest way to take off garments from cleaners conveyer belt

Having a conveyer with 1000 slots in a circle. (1000 is next to 1)

Customers are coming to pick up their garments with a number of the slot lets say some one comes in with 10 some one with 8 someone with 12 ,13, 7 , 56

Now the objective is to get all the customers to pick up their stuff the fastest possible way

And the conveyer should travel the shortest amount of time.

There is one more objective that no customer should have to wait more the X amount of time so if lets say one customer comes in with a 1 and while the conveyer is at 500 one customer comes in with ,501,505 498 , 300, then come in 506 552 etc. if I would use the algorithm only then the customer with 1 would wait forever and not be served.

Once you have a algorithm and written it in pseudo code I would post in and all contributor would be able to vote for the best. The best would get $100.
