I need a sorting algorithm that sorts a number of rows depending on the values of column1 and column2. The sorting criteria is that a value in column2 cannot appear unless it has been used in a previous row in column1. I have uploaded a small excel sheet as an example. The algorithm can be written preferably in pseudo code or any other language and uses a rowindex to sort the table. you can use a function call which calls itself recursively.

I can do it in C, C++ or pseudocode in under a day. I just need more clarification. Does the order of the columns matter, assuming the sorting criteria holds.
