C# help (3 simple things in 1)

Hello, I need a (Visual C# 2010) program that does a few (different) things. They aren't very related at all, but will be used in the same project at the end -- this is more like a skeleton / tutorial of how to do them. See details below. Let me know if you have questions. Trying to get it done fast, but I'm not looking to spend a fortune since it's somewhat simple. Thanks for your time. ## Deliverables 1) I need it to monitor a specific text file continuously and keep a copy of any new lines appended to it in the programs memory. It's basically a chat log file. It should have an event that's called and let's me do something with the last line that's been added to the file. I assume the text file will already be opened (in use) by another program, so it can't interfere with that -- just needs to be -read- (I read about MemoryMappedFiles & FileSystemWatcher -- which might work together? I don't want this to be on a 'timer', it should be close to real time / event driven preferably) 2) I need the attached c command line program converted to C# functions (NOT command line; and no messages box -- the functions should return any error). It basically encrypt & decrypts (simply) a text file. 3) I need a GUI that has a 'list' of images that can be clicked and dragged individually into another 'list' -- basically, letting you build a 'set' of images (on one side), from a predefined list (on the other side), if that makes sense. (there can be multiple instances of one image in the user set) And I need to be able to know what types of images were dragged into the user set, and how many of each etc. (example: [login to view URL] -- not really supposed to look that way, but maybe it explains better what I want)
