Create a new home page/re-skin for my template website

I have a working classified adverts script with a full manual which is aimed at the non/semi- technical administrator for configuration and there's also a full user forum for support, various addons etc available. The web pages are rendered from templates set up by the site administrator and are fully editable, since only a few files are protected by ion cube. Project Requirements I have created a home page mock up which I will share with shortlisted freelancers, the design changes from the existing home page template can be summarised as; 1, Remove some items that are not required yet, eg. google adsense module , other advert links. 2. improve the presentation and lay out of existing links - make them large clickable buttons, alter colour scheme, alter the fonts and the positional layout. 3. Dock my website logo into header bar. 4. Adjust some of the other home page elements to achieve the design in the mock up - these elements are script modules eg. "Featured Adverts" or "Latest Items" and they can be changed with standard administrator functions that exist in the software. Freelancer Requirements. 1. The skillset required is html5, CSS3, possibly smarty template language, ( there is a very small possibility jQuery. Bootstrap although this probably not going to be required) 2. Although email/message will be used I will want to speak with you at times, for example regarding reviosions - therefore You must be available to discuss this if required by telephone or skype, sadly I can only speak English. 3. You must be responsive, I expect to deal with one capable person not a trainee or multiple people. I am looking for a quick turn around and I am not happy for this to be picked up intermittently or be left for days without a response. 4. I'm budgeting a cost of $200 for this page, I will only go above this if I'm convinced it is really worthwhile. 5. Obviously the freelancer must be professional and trustworthy with some credentials to back that up. Please be sure you can meet all the requirements and deliver the project before bidding. There are other pages and other websites ( all at various stages of completion) to do after this so once I find a freelancer I'm happy with there will be more work available. Thanks
