Convert Webpage from PSD to HTML5, CSS and JS

The scope of the project is to create one web page (the main page) in HTML5, CSS and JS from a PSD file that will be delivered. The page should:
* be responsive (desktop and mobile layout attached)
* have some basic JS (JQuery) to open the contact form or display tooltips (as shown on layout)
* have a basic validation for the contact form (i.e. "Please fill out red marked fields") with confirmation message when the form is sent
* have very clean code with comments
* be compatible with: Google Chrome, Internet Explorer 10+, Mozilla Firefox, Safari 7+, Opera, Edge, iOS 8+ (iPhone, iPad), Android 5+ and Windows Phone
The HTML markup should pass validator.w3.org test without warnings and errors.
