Convert a Template to a Website

(This is an update to a previous request.) This is a two-step project. First, I have a Wordpress template that I like. I want someone to take the copy and artwork that I provide and complete the template for me. I have attached a PDF of what I'm looking for. I want to be able to update the content myself once finished so I will want to talk with you about how to do so after the design is done (this can be a separate, per hour fee). This site needs to work on mobile devices, too. Second half of the project: I will be using this for insurance enrollment for multiple companies. Each employee/employer will have their own unique identifier. When the employee accesses the site, they will enter their identifier. The site will then pull up the appropriate pages for them (based on the company tied to the employee database). Each company will have a unique "Home" and "Products" tab/page. The other pages in the site are the same for everyone. I want this to be simple enough that I can update the identifier information easily per company (such as adding or removing employees). Will need to add companies in the future so a discussion around how that will work is necessary. With each new company, a new home and products page will need designed that can be viewed by that company employee only.
