Build a Financial Reporting Tool with Spreadsheet Component

We have a project status reporting tool built out of Microsoft Excel (with VBA) for the front-end and Microsoft SQL Server for the back-end. We'd like to migrate this tool to become a web application. Your role will be to build this web application. The approach (language, framework, etc.) is left to your discretion, however we require discussing those decisions and give reasons for why the approach was chosen before work begins.
To give some context: with the current tool, project managers submit status reports about their projects every month. These status reports include a financial analysis spreadsheet. There is a lot of business logic in the spreadsheet. It is not simply data input. As the user enters values, they receive feedback. For example, as the user enters how much % complete they are on various tasks of the project, the spreadsheet returns how far along the user should be according to their costs (among other things). Thus, the solution must give interactive feedback to the user as they fill out the sheets (similar to an Excel spreadsheet).
I should emphasize, all the business logic is has already determined and being used in a working system, we just need help creating a web application from it. One idea would be using [login to view URL] with [login to view URL] for the front-end - but we are open to all ideas.
