cartoonist/Illustrator create character

We need a character and logo creating from the example we have supplied. We do not want a tidied up copy as part of the image example is trade marked. The text is exactly the same number of letters but not the actual text as that will only be supplied to the winner. We are on a low budget as this is for a new website where even the shoestring budget is on a shoestring but for the right person this will lead to further work without question
