Design For My New Crime-Based Site

I need a layout for my next site.
It is an incentive offers site and I would like to have it up before february.
I will need the layout done in approximately one weeks time(sooner the better).
It will be crime based and what I am looking for is the following:
5-6 different page layouts.
Header/menu/footer files which i can call to my main pages.
2-3 different banners related to the layout.(two will be 468*60).
Crime-Based, many catchy things, perhaps create a "mascot" for the site I can use for various things.
I have a decent sized billfold so I am looking for the best.
I will need to see past work and be assured it can be done in a timely manner.
