Creation of a simple website offering an interactive, fee-based individualizedservice

I want to set up a website offering a mostly standardized service to users worldwide, on the basis of some text-based input from users, who pay a small standardized fee through Paypal or Credit Card, and will receive their result within 24 hours in one of several major languages. Similar to someone offering dream interpretation or personal horoscopes for pay, but my service is somewhat different. I have written the text to appear in English, - about 3 pages, with some interactive features, - but will need perfectly translated versions in several other major languages (this part I will subcontract out as a separate project once the English version of the site is completed, but can be included in the offer if the capacity is there for one or more languages), please include adding the additional content slightly later as part of your offer. While quite simple, the project has theoretical growth potential, so must be capable of rapid upscaling (subcontracting of the service to additonal offsite staff, handling large amount of input quickly). I have secured the appropriate and similar URLs, but server etc. must be chosen with this possiblity in in view. Before going public, the site also needs to be thoroughly tested. Confidentiality is essential, as well as an undertaking not to copy my business idea. Please include this is your bid. Since the site owner is not very familiar with internet technology, will also need some coaching on the administrative features and security (for instance, how to ensure that the payments cannot be diverted, how to easily match payment to request, etc.)
