Create members only webpage design for volunteer fire brigade

Requirements for Website design: We are a volunteer fire department in south east Australia. We are looking for a web designer that we can work with from design concept right through to the installation of the site on a CMS platform. We have an existing website which is open to the public(address will be provided to winner). We are now creating a members only secure section. We will add a Members link on our current public site to the members section. The design is for the members section only. Design needs to be easily converted to CMS such as Joomla, Drupal or WordPress so bear this in mind when designing. Pages that will be in the members section will include but not limited to the following: Home, News, Training, Information, Photos, Calendar (will include more than one), Reference (mainly PDFs, links), Duty Crews, Shop The main/home page will include only up to date information such as Current duty crew, Latest Safety Message, Important content, Members required for...) Needs to be Mobile/Tablet Friendly Colors to be used are Red, Blue and White Logo will be provide once winner has been chosen. Please keep the price low as we are just volunteers and do not have a large budget for this project.
