Design some Lever wheel for a motor shaft

I want to design a lever wheel to keep up the RPM into a motor from the main motor. The main motor can have RPM 1500 and the secondary motor is a turbine weighing 150 KGs. The shaft is 2.5" in radius. I need to pull the shaft with 1500 RPM with the main motor. SO I want to build a Type 1 lever wheel to increase the pull force of the main motor. So the shaft wheel of the main motor will need to be bigger and farther from fulcrum than the turbine shaft and fulcrum. I need a schematic for this design. The main motor has pull force 500 KGs permanent magnet pull.
