create a super simple toolbar

I need a super simple toolbar created. All it needs to do is LOOK like it functions, it does not need to have any actual functionality. It should work on ie, ff, and chrome and have no issues with virus detection software. It is a "fake" facebook login hacker extension that is just going to be used as a gag. The only functionality it will need is, once a person enters in the "link" of the profile they would like to hack, an animation will play that depicts a timer counting down or some other sort of animation, and when it reaches complete or counts down to zero, a popup will be displayed. Inside the popup, I want a clickable image which I will provide. this image will link to a website. I will provide the URL when the project is accepted. Since this is such a simple program, I will pay no more than 25 dollars upfront. if the job is good, i will pay another 25 after I am satisfied.
