Creating 3500 Blogs In Dutch With WP MU

Hello Service Providers, I am looking for the right person or team that can help me with filling content on my 3500 subdomains over 28 Topics in Wordpress MU. Lets say each topic has 125 subtopics/subdomains. All blogs are in dutch language and I want to keep it that way! I am intersted in Autoblogging and scraping content etc etc etc but everything must be google friendly. I've tried several autoblogging systems but they are only good for English sites and I really need something that is also good to use for the dutch language. Who can help me!
