Hello. I can propose already designed system like You described. You can see it in my portfolio, system called 'Design of Microcontroller Unit ...'. It is mostly match Your requirements, because developed for enterprise power control system, and can be easily adapted for Your requirements. As You can see, here is measurement of power, control block and network block. All blocks electrically independent. Presented controller is enough to perform all task and even hold Web server, but can be easily changed to more powerful (presented controller designed to work in environment IP64 and -40 +80 deg C).
