Custom index.php script for vBulletin 3.8.x

Hi. I require a custom coded [login to view URL] page for my site's homepage - powered by vBulletin 3.8.3 (moving to 3.8.5 shortly). The homepage needs to be CSS independent, preferably not inheriting the styles from the forums. I would like seperate CSS to ease in restyling and possible re-layouts of the front page as required. In terms of functionality, I would like the script to import the 5 newest threads from forum 'X' and have them displayed "blog" style in that order (including Titled, Date/Time stamped, and Post author). At the end of the article, I need a link that takes you to the first new reply of that thread (think 'comments' system). The forums are not in the root folder. They are in /forums/. I currently use vBadvanced on the front page. This script would replace vBadvanced. I have specific reference sites to look at that have a functionality similar to what I want and will list those during project discussion. Depending on additional functionality as recommended by the coder, the budget can flex - but what I am looking for in a nutshell is a front page system for my site that is not vBadvanced.
