Custom integration w/Post Affiliate Pro & Authorize.net

We seek to start an affiliate marketing program. Standard affiliate software assumes that a lead generated by an affiliate results in an online (eCommerce) transaction. Instead, our transactions are consummated via phone, then entered into Authorize.net. The collection of the lead information (affiliate + prospective customer) and financial transaction information must therefore happen at two different points in time. First comes the capture of affiliate information when a prospective customer requests a custom quotation. This is the custom coding part. Cookies would be interrogated to get affiliate info. Information uniquely identifying the prospective customer is currently entered into the request for quotation form. Always an email address must be entered. The information (prospect and affiliate info) would be sent to our Post Affiliate Pro account. I have attached the request-for-quotation form currently on the site, and printed to PDF, after eliminating URL and company name information to adhere to freelancer.com rules. Note that prospects may be referred from an affiliate, days before submitting a request for quotation in the attached form. We therefore need someone who is familiar with implementing Post Affiliate Pro's strongest tracking available (i.e., including Flash cookies), to maximize the chance that the affiliate info will be in cookies, available for the custom software, when the form is submitted. Second: Later, likely days later, a sale is consummated via phone, and manually entered using [login to view URL] by a non-technical user. We need integration between [login to view URL] and Post Affiliate Pro to complete the transaction for the affiliate, who will be paid a percentage of the sale. Note that the people entering the credit card information are not technical. It is still not clear to me precisely how those entering the credit card transactions will be able to enter information that identifies the transaction as affiliate-referred, but I'm told this can be done. While I am somewhat technical, I know nothing about setting up or operating Post Affiliate Pro, and must be directed to whatever resources are available for me to learn how to use it month to month, including how to diagnose any problem that may arise. This would also include how to set up new affiliates -- I'm completely new at this. The most likely method of integration in [login to view URL] to get the information to Post Affiliate Pro will be to use Authorize's SIM IPN (SIM = server integration method, IPN = instant payment notification). Post Affiliate Pro will never know a sale has been made (and therefore commissions calculated) if the Authorize server doesn't interact with PAP. I understand that this is scripting, rather than the coding we will need at the URL above. The current form (attached) is implemented using [login to view URL] to generate emails to those preparing quotations. I understand that a rewrite of all the form logic is likely in order to capture the prospective customer's information (along with the affiliate info). I am not interested in the lowest bid. I am interested in engaging someone who is sensitive to the paranoia a non-technical small company president might have about letting you into Authorize.net. I have perused the business owner's [login to view URL] account; I understand that there are multiple levels of access available, so I know that, theoretically, the person doing the work need not have access that would create much risk. But I need someone who is willing to detail precisely what access is required, and the potential risks, so the fears of the president can be put to rest prior to the work being done. I am therefore looking for someone with enterprise infrastructure sensitivities, willing to ensure that whatever is delivered is adequately documented, and that a plan is created jointly with me before work is started.
