Bluetooth Broadcast System

I need a system that scans for Bluetooth enabled devices (phones, pdas, etc). Once devices have been found messages will be sent out with special offers etc. Content will be text or picture based. Users must be given the option to reject messages, these users must be added to a blocked-user list for an interval which can be set by the client, for example 5 hours to 4 weeks. A list of devices which have received the content must be kept to avoid sending too many messages to devices. This duration must have an interval which can be set by the client, for example 30 minutes. They must not receive the same message twice within a day. Content should have delivery options, options such as; start/end date/time Entry forms for text, other media such as images should be uploaded onto the server More than one content must be available/active at any time, ideally up to 10 should be available at any one time. A library of previous messages should be available at all times, to make it easy to add previous messages. A window should be available to view the software discovering devices, sending content etc. Weekly / monthly logs should be produced to show how successful the system is. The application must run on a server running windows / linux. Due to the large size of the building several Bluetooth transmitters / repeaters may be needed, provision must be made for this. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows XP / Linux
