modification of Invoice software

Last coder completed a lot of the work, but left a few bugs. Included are his source and final executable. 1. If I change the address of a customer it creates a new listing instead of changing the old listing. 2. The code for selecting the zip code is unstable, sometimes when I choose Des Moines from the list, it prints all available zip codes in the PDF. 3. I cannot use a comma in the product description. If I use a comma in the product description, it will create the [url removed, login to view] correctly, but the next time I try to create an invoice, I will get a "runtime error 55, file already open". After which, I have to manually remove the last entry from the custinfo.csv. I believe putting the field in quotation marks in the .ini would solve this problem. 4. It sometimes will load the needed .ocx and .dll files from the executed directory, but not always. Sometimes I have to use my installer to install and register the files. These should be simple problems, I hope.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
