application to write smartcards

What i would need is a software program coded that can read/write different smartcards trough acr38 device.

it needs to be able to write to the majority of smartcards for more information and the iso-types that it need to be able to read and write contact me for all the details and a brief desciption of who you are and why you are certain that you can do it.
