Detailed (Step by Step) project plan for building an Online Education portal

Hi, Appreciate your time in reviewing my project requirements. A partner of mine is looking to develop an online education portal for a niche market. Our major constraint is US being NON-IT functional professionals. Thus we are looking for a pro to develop a detailed project plan (for our E-business [online education portal])including relative approx cost of each step. We need the project plan to be self explanatory and as detailed as possible. Since the project is focussed on website development, you will need to categorize the project into phases. For example - Phase 1: Step 1 - Domain name purchase Step 2 - Content development etc.. A reference high end website is www.beckercpa.com....But this is a high end model while our business model is relatively low end. As step 2, we will proceed towards development of this website through the same pro who has developed the Project Plan. Please provide a sample project plan for phase 1 of development detailing 3 or 4 steps and their relative costs / expenses. Bids with samples will be considered "high priority". Happy biding.
