Custom Voting Plugin/Theme for Wordpress - repost 2

First, I have lost the formating to my wordpress site from my own dealings, and will need this corrected.

I am wanting to update my wordpress site so that it is a mixed of both blog post and bookmark post. Anyone is allowed to sign up as a subscriber and post bookmark post, subscriber must submit approval for becoming an author and have ability to post blog post. Both posts type will utilize custom voting and filtering:

1. Subscriber to be able to submit link from another site in right bar using plugin for bookmark post. (Complete)

2. Link submission pulls story (Up to 500 words) and choice of image from original post into new post for my site (Complete)

3. New Post does have link back to original post. (Complete)

These top 3 items do work, but may need tweaking after testing.

4. All subscriber must choose between two categories (democrat, republican) when creating user account.

5. All subscriber to be able to rate each post 1 to 10, non-subscribers cannot vote.

6. All post show average rating for both user types (democrat, replublican) with ratings bar similar to youtube.

7. 6 total pages

- Home pages introduces site and shows top rated post for pages The Democrat, The Republican, Kumbaya, and Ruckus, and allows visitor to sign up as subscriber to site.

- Democrat page that shows all top rated post based on 1 to 10 voting for democrat subscribers.

- Republican page that shows all top rated post based on 1 to 10 voting for republican subscribers.

- Kumbaya page that shows top rated posts based on 1 to 10 voting where top posts are agreed on by dem/rep

- Ruckus page that shows top rated posts based on 1 to 10 voting where there is the greatest discrepancy between votes of the two groups (ie. a post that has a 9.7 average for all democrat subscriber versus 2.1 average for all republican subscribers)

- Live Feed page that shows most recent post submitted with available filter by keyword

6. Each main page to be split into 3 categories (All time top votes, last 48 hours top votes, last 2 hours top votes). A small banner at top give live feed ticker (similar to [login to view URL]) next to bookmark post submission.

7. individual post pages layout to have one side bar with search widget, post (hyperlink) submission widget, ad-space, related post adn Footer to be banner ad space.

8. Wordpress admin console to assist me in managing page

9. Website to be a blend of [login to view URL], [login to view URL], and [login to view URL], but visually more like [login to view URL] for the pages

Will need to be flexible as site nears completion for minor adjustment and changes.
