Convert a Template to a Responsive Website

I'm looking for someone to quickly help me redesign an old template/layout to be a responsive layout for Desktop, Tablet and Mobile. The current idea/template is: [login to view URL] This will need to be scalable down to be used on a mobile device with ease, with working tabs. When scaled down the right hand tab will need to appear with the other tabs on left. Each Tab when clicked will show different content Other right hand content pushed under each area (I hope that makes sense). Responsive ad space is also required, to switch from 1 code to another depending on the size of the browser. ie Desktop, Tablet, Mobile. This is a test project that could also lead to other paid work on the project through freelancer.com if the major project goes ahead.
