Change the layout/design of an open source php software( max media manager)

Have an open source for ADS management system - [login to view URL], and it rides on PHP /MYSQL I want the look and feel (layout) changed to look like this... [login to view URL] instead of that standard way that it looks like. So i need someone with knowledge of php, HTML, CSS and any other relative knowledge to work on that. its not a big project, and I am strictly paying 50$ for it, so kindly don't bid if you are not within my budget. I will pay 50%, and release it sooner you show me the initial page on your end. If you don't have a hosting account I would offer you one. I would like you to download the open source banner and ADs management script and see it before committing.
