Build Webhosting Website

I want a webiste built for a webhosting company. The prices, packadges, etc must be stored in a database/configuration file and the site must be mulitlingual (original site in English) with the ability to add languages as I go along. There must be a admin interface to manage the languages, prices and text of the website (I do not want to have to edit html files). The options for each package must be configurable with the display automatically filling in NOT AVAILABLE where the option is not listed for a package. Give me an estimated price for the development (including graphics and site design).
