Build a Dating Website - repost

I need a website that is designed for people to log in and create a profile. Their account will not be approved until they have paid their fees accordingly. I would need to be able to have advertising on the site for monetisation, and also facilitate that people can turn this off if they have a higher package. Users need to be able to chat online in a similar manner to facebook chat. There needs to be a web cam chat facilitiy for higher members. They need to be able to search according to their interests. Each profile must have the option of being discreet and not visible to the public. (this is also a package selected option) please ask your questions in the open forum
