Basic Website with Content Management System

Looking for a talented website designer to develop a 17 page, basic HTML website with one flash animation of a 5-6 photo slideshow for the home page. This website is for a U.S. independent oil and gas exploration and development company. No e-commerce functionality is required -- this website will be for informational purposes only. The website architecture and written content has already been developed by me (project manager) and most of the graphics and/or images to be used on the site will be provided for you. However, you may be required to find some images or graphics to fill in some parts of the website. We require a Content Management System installed with an "Admin Panel" which will allow us to manage text and graphic changes to the website post-launch. We have selected a pre-existing website that we would like to use for our template and you will be given a lot of direction and guidance on the look and feel we want conveyed by this website. We are ready to begin immediately and already have developed a Powerpoint presentation to provide you with the desired architecture and placement of the written content, graphics and photos.
