Apparel double image voting website coder

I would like to create a website where people can upload two photos of them wearing their clothes, The two photos will appear on the website side by side and users will be available to vote for one photo or the other. As soon as the vote will be made by clicking on the selected image or next button, The percentage of votes for that image will be displayed on top of it and the next two photos will apear 3 seconds later. NO DESIGNS NEEDED, I have all design elements available and can create needed ones on the go. I would also need different categories but with the exact same vote system. Categories: Celebrities, Luxury, Active wear, Beachwear, Wedding, Workwear, Party, Vacation, Costumes A first time user will have to enter his gender and age range: 13-18, 18-25, 25-35, 45+ I will need the usual register/login function. Free access: in the free access the only category shown will be the same of their gender/age range, the users will be able to vote. Not Logged-in A none logged-in user will have a advertising instead of the photos every 5 images, and llittle horizontal ads over the page after viewing 15 images that will remain. and popups with a link to the payment page. they will be able to vote 50 times per 24 hours. Logged-in A logged in user will have advertising every 15 images and popups with a link to the payment page. A logged in user can upload 2 images to any category once every 24 hours. They can see the vote results for the images they uploaded in a different category but can not browse other users images for that category. Users will have their photos displayed when logged in to see the results of the voting on their images. 1 dollar access: (payment to my paypal account) no more ads displayed Can upload 6 images/ per 24 hours 3 dollar access: no ads, and choice of different categories available. Unlimited image uploading. the payment will be through the simple paypal payment. I already have my account setup and ready to cash-in. I would like to know if you can create it on a website with online browsing accessible to mobile phones, So that the page looks good on a small screen If it can be created with a mysql database that would be good since I have a little bit of knowledge with it. If you want to make it differently that is possible. I will take care of the domain and hosting that will be on godaddy.
