Administrative and Reporting tool for Web site

This job will entail taking an existing, simplistic tool for administrators of a Web site and making it more robust, adding new editable tables, adding reporting tools and putting it all into a framework.
The current admin is in Flex, but we are open to rebuilding into HTML/AJAX/jquery/Javascript if the price is right - and you can explain why it would be a better idea to start from scratch (or make it financially easier for us).
The key skills required are:
Either:
1) Flex 4 skills
2) Flex framework - preferable mate
OR:
1) Strong AJAX/jquery skills
2) Javascript proficiency
AND:
3) The ability to write PHP services to create queries accessible to Flex or AJAX (currently using ZendAMF, but we also have amfphp available on the server)
4) UX/UI design to make the interface usable, smart and clean
Keep in mind: we want to make sure we have full form validation, clean and reusable code - in other words, a serious application. Please take this into consideration when making your bid.
I will attach further specifications. I have this project listed as a fixed price, but we are amenable to doing it hourly.
