Add a login system to my website

I have a website that allows students to learn Maths and complete quizzes. Their progress is stored using HTML localStorage.
I need someone to implement a simple login system on the site with the following attributes:
- when user visits site on a new machine they have the option to sign up, log in or continue without doing either (in a popup)
- if they choose not to log in they can do so later in the site menu
- when they log in their current progress (essentially a list of localStorage variables) is synced with a database such that the highest score in any test is kept
- user can sign out in the menu, which should clear all localStorage
- login is by email and password (emails don't need to be verified but user should be sent a welcome email on signup)
- a password reset feature is needed in the menu and on the login page
- backend to be written in PHP/MySQL
- frontend to be written in jQuery/jQueryMobile using Ajax with json so that it can be run from any domain (site will also function as a Cordova app on iOS and Android)
I think that's it - I'm a developer, just outsourcing this to save time, so feel free to use technical language in your bid. Let me know if you think I've forgotten anything important. There's a lot more work to do on the site, so if you have other suggestions and do good work I will pay you to do more.
