Chat Application with Telephony API

I am trying to create a chat application with Telephony API. Here are the specifications.

1. User1 makes a call to company’s PSTN Classical telephony network. In this case lets say it is 823-777-6666(This phone network should handle 100 external users simultaneously. You need to tell me what kind of technology I need, in order for me to make 100 users chat at the same time by simply calling the above number).

2. The network should recognize the User1’s phone number and ask user to dial his/her password. The user enters the password. The system should allow User1 to browse other user’s introductory message and let them him/her communicate with others by simply pressing the “1??, “2?? or “3??.

3. The User1 presses “2?? to leave message to User2. The system records User1’s voice message and confirms with the User1 whether he/she wishes that message to be sent.

4. The User2 receives a voice prompt that he or she received a message from User1 and if he or she would like listen to the message.

I will give you more specifications and documentary related how things should work after I choose the luck bidder. I need this application to be implemented with C#.net or Visual Basic.Net. Since I don’t know much about the PSTN Networks, I want you to give me detailed list of the hardware configuration.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
