build a web site

I want to build a web site that caters to the continuing online education of cosmetologist. This web? site will be an official State of Texas continuing education site. Basically it's material that is being read, by the client. The site is a timed site and will be 12 hours long. Each section will be three minutes? with a timer available for? veiwing. ? The participants will need to be able to log in and out and resume where they left off. This information should remain online for each? client? for 6 months before expiration.? Also, there needs to be an area where they can make a one-time payment for the course. A help area, with f.a.qs. At the end of testing be able to print out a certificate of completion. There should be a place for me to send this certicate via email to the State of Texas.
